Understanding Your Tax Statement

 

PROPERTY TAXES AND ASSESSMENTS

The finances of the City of Lachute are in good hands. However, it is not always easy to understand all the information on your tax bill. Here are some guidelines to help you demystify your taxes.

THE GENERAL PROPERTY TAX

The general property tax is levied on the total taxable assessment of buildings and land according to the type of immovable in order to pay the City’s day-to-day operating costs. The tax rate varies depending on the category to which the immovable belongs. The categories are as follows :

Immovables consisting of six dwellings or more;

Non-residential immovables (including businesses);

Industrial immovables;

Residuals, including residential immovables consisting of less than six dwellings and on which the « base property tax » is levied;

Serviced vacant lands;

Agricultural immovables.

DEBT TAX *

The debt tax is levied on the total taxable assessment of buildings and land according to the different sectors of the City to provide for the payment of expenses incurred for interests and the repayment in capital of the annual instalments of the City’s loans.

The tax rate varies depending on the different sectors of the City, based on the services provided to each sector. These sectors are as follows :

Urban : sector served by the water and sewer systems;

Semi-urban : sector served by the water system only;

Rural : sector not served either by the water or sewer systems;

Saint-Jérusalem : sector annexed to the City by decree on October 27, 2000, and not served by either the water system or the sewer system.

WATER TAX

Lump sum of $170 for all housing units. The water tax is levied only on immovables in sectors served by water system.

METERED WATER TAX

Base lump sum, to which is added an amount according to consumption and the diameter of the meter cube. The metered water rate levied on the commercial and industrial sectors is $1.74 / 1000 gallons.

SWIMMING POOL TAX

Lump sum of $50 per property with a swimming pool. This tax is levied only on immovables served by the water system.

SEWER TAX AND WATER TREATMENT TAX *

These taxes are levied on the total assessment of buildings and land for properties in the urban sector only.

GARBAGE TAX AND RECYCLING TAX*

Lump sums per housing unit, business and industry in all sectors ($85 garbage collection tax and $15 recycling tax).

ÉCOCENTRE TAX *

Lump sum of $25 per housing unit, business and industry in all sectors.

TAX RELATED TO STINGING INSECTS CONTROL*

Lump sum of $20 per housing unit for all owners of an immovable located in the area where the City applies an organic product for the control of stinging insects.

* Debt, sewer and water treatment, garbage and recycling, Écocentre and stinging insects control taxes relating to registered farm businesses are clearly identified by the acronym « EAE », for « exploitation agricole enregistrée ».+

TENDERS

In accordance with the Cities and Towns Act (CQLR c C-19), in order to award a service, construction or supply contract, a municipality is required, except as permitted by law, to issue a call for tenders by way of written invitation when the amount of the expenditure is between $25,000 and $99,999 or a public bidding process when the expenditure exceeds $100,000.

Tenders by way of written invitation involve the sending, by the City of Lachute, of  tender/solicitation documents to at least two suppliers able to meet the requirements of the tender. Bidders who have not received a written invitation may not bid on a project.

Public tenders issued by the City of Lachute are open to all bidders meeting the administrative, legal and technical requirements of the call for tenders. Public tenders must be published in a local newspaper and on the Web site of the Government of Quebec’s electronic tendering system, Système électronique d'appel d'offres (SEAO).
